On April 12, 2025, at 10:36 pm Eastern Time, the US Customs and Border Protection issued a notice announcing further guidance on the US government's administrative order on April 2, 2025 to levy additional tariffs on imported goods, and the tariff-related administrative orders issued on April 7 and April 9. This includes tariff exemptions for computers, servers, smartphones, printers, semiconductor manufacturing equipment, wireless communication equipment (such as base stations, routers, etc.), memories, displays, semiconductor-related devices, integrated circuits and other products. A 22-page list of product exemptions on the White House website shows that if the "US ingredient" in the goods originating in any country accounts for 20% or more of the total customs declaration price of the imported goods, no additional tariffs will be imposed on "US ingredients", and only "non-US ingredients" will be subject to reciprocal tariffs.
