On April 11th, the China Semiconductor Industry Association issued an urgent notice on the rules for the identification of the "origin" of semiconductor products. According to the relevant regulations of the General Administration of Customs, the origin of "integrated circuits" is determined according to the principle of four-digit tariff number change, that is, the tape-out place is recognized as the origin. Please prepare the PO certification materials when declaring for customs verification. For specific regulations, please carefully study the content of the "Regulations on Substantial Changes in the Standards of Non-Preferential Rules of Origin" of the General Administration of Customs No. 122. The China Semiconductor Industry Association recommends that: "Integrated circuits", whether packaged or unpackaged, the origin at the time of import declaration shall be subject to the location of the "wafer flow-out factory" for declaration.
