European Union ministers broadly agreed on Monday that the European Union should prioritise negotiating Mr. Trump's removal of tariffs over retaliation, even as it prepares its first set of targeted countermeasures. Ministers in charge of trade met in Luxembourg to discuss the European Union's response, with many saying the European Union's priority was to launch talks with the US and avoid an outright trade war. "We need to remain calm and respond in a de-escalating way. The stock market right now shows what can happen if we escalate immediately. But if necessary we will be prepared to take countermeasures and bring the Americans to the table," said Reinette Klever, the Dutch trade minister. However, negotiations with Washington have been difficult so far.
