On March 24th, U.S. Commerce Secretary Lutnik claimed that $5 billion has been raised by selling 1,000 Gold Cards at $5 million each, even though there is no formal application system yet. "Yesterday I sold 1,000," Lutnik said on the podcast about the designed immigration program. The Trump administration's proposed Gold Cards would grant wealthy foreign investors permanent residency in the United States without the job creation requirements required by the current EB-5 program. In the podcast, Lutnik explained that Musk is "developing software" for the application process, which is scheduled to be rolled out in about two weeks. This ongoing development suggests that the reported sale of cards may represent an agreement in principle rather than that the deal has been completed. Trump had predicted that the sale of 1 million gold cards could generate $5 trillion in revenue. A timeline for formally opening applications has not yet been determined, and the plan may require congressional approval before it can be implemented.
