Coinbase made four main recommendations to the SEC:

2. Recognize that it is up to Congress to define "appropriate regulatory treatment of digital assets."
3. Make it clear that "secondary market transactions in digital goods are not securities transactions."
4. Focus on allowing stakeholders to tokenize traditional securities
