A person familiar with the negotiations said that the parameters of the agreement may change because Trump is now insisting on a "bigger and better deal." Administration officials said there were no plans for Trump or his top advisers to sign the agreement on Tuesday afternoon local time. By evening, Trump said in a speech to a joint session of Congress that Zelensky had written him a letter earlier in the day in which the Ukrainian leader offered to sign the mineral deal "at any time convenient for you."
