2月21日讯，李强主持召开国务院常务会议，会议指出，发展服务贸易和服务消费是稳外贸、扩内需的重要抓手。要着力创新提升服务贸易，全面实施跨境服务贸易负面清单，主动对接国际高标准经贸规则，在电信、教育、文化、医疗、金融等领域研究推出一批新的开放举措。积极促进服务出口，提升我国服务企业国际市场开拓和国际化服务能力。
