香港证监会行政总裁梁凤仪在Consensus论坛中表示，目前虚拟资产可以进入第二阶段，在这个支持增长(pro-growth)策略中，第一，本港将完成虚拟资产活动的立法，第二将会扩大产品和服务，第三会优化营运流程，包括热钱包、冷钱包规定，并调整托管要求和保险要求，将在合规方面审查的内容以及如何优化，以真正最大限度地提高营运流程。
