美国总统特朗普表示，乌克兰将与俄罗斯一起参与所有和平谈判。13日稍早前，乌克兰总统泽连斯基表示，不接受“没有乌克兰参加的任何双边和平谈判”，欧洲伙伴作为一方也应该出现在谈判桌上。俄罗斯总统新闻秘书佩斯科夫也在13日稍早时表示，俄罗斯将美国视为在乌克兰问题谈判中的主要对手。佩斯科夫表示，乌克兰肯定会以某种方式参与和平谈判，但是美俄之间会有一个单独的双边谈判机制。
