The Ministry of Commerce and other 14 departments: provide fixed subsidies to consumers who scrap high-emission passenger cars or eligible new energy passenger cars and purchase energy-saving or new energy vehicles; Financial Institution Groups can independently determine the down payment ratio of self-use car loans; improve charging (exchange), parking, smart transportation and other infrastructure; implement reverse invoicing policies for used car transactions; promote door-to-door car collection service models.
