President-elect Donald Trump said on Monday that he would appoint Lee Zeldin, a Republican former congressman who often votes against legislation on environmental issues, as administrator of the Environmental Protection Agency. Mr. Trump is likely to seek to overturn many of the EPA's rules on fossil fuel burning, including one that limits carbon emissions from power plants and another that cuts carbon emissions from cars. Mr. Trump has said he plans to begin repealing EPA and Department of Transportation vehicle pollution rules on his first day in office, and is considering cutting or eliminating electric vehicle tax breaks and other incentives. Mr. Zeldin, who has criticized California's decision to join California's zero-emission vehicle program, voted in favor of key environmental legislation only 14 percent of the time during his eight years in Congress.
