Richard Teng, the newly appointed CEO of Binance, told CNBC on Tuesday that the company has overcome cultural issues after receiving a $4.3 billion settlement agreement from the Ministry of Justice. The US Department of Justice claims that Binance took action first and then requested forgiveness.
